DA urges people to cooperate in disaster management

ITANAGAR, Apr 27: The Capital Complex district administration has appealed to the individuals and members from all organizations to join hands in order to work as volunteers during the time of any kind of disaster.

With an aim to involve the interested disaster response volunteers and enhance their scope of awareness, the  District Emergency Operating Centre under the aegis of the district administration has  created a  social networking site/facebook page  https://www.facebook.com/iccdrv. The Centre will also provide training to the volunteers so that they provide their services as Disaster Response Volunteers in a coordinated manner if any disaster occurs. There is no age and gender restriction in joining the group, stated an official release.

 

Postal department launches CBS

ITANAGAR, Apr 27: The Department of Posts Arunachal Pradesh Division Itanagar has launched Core Banking Solution (CBS) system for all saving works at Itanagar head office from today, a release informed. With CBS launching, the Itanagar head office has joined the network of more than five thousand head post office in the country, wherein the customers can avail the live and accurate transaction of any post office saving account, the release further informed.

 

Kaso inspects Skywalk, expresses satisfaction

ITANAGAR, Apr 27: Parliamentary Secretary UD, Housing, Town Planning and Land Management Techi Kaso inspected Sky Walks or Foot over-bridge projects at various locations here. He was accompanied by the DC Capital Complex Mige Kamki and a team of officers today. The project was taken up under NLCPR at different prime locations of Capital Complex to provide safety passage to pedestrians while crossing the national highway. Inspecting the projects, Kaso expressed satisfaction over the implementation and urged the department and district administration to cooperate each other in its implementation.

 

Tuki requests RD minister for timely release of fund

NEW DELHI, Apr 27: Chief Minister Nabam Tuki called on Union Minister for Rural Development Ch Birender Singh at New Delhi today and discussed several important issues related to the implementation of projects under Ministry of RD in the state.

The Chief Minister apprised the Union Minister about the ongoing road works under PMGSY in the state and requested him for timely and higher release so as to facilitate rural connectivity in the state.

The Union Minister admitted that enhancing connectivity in Arunachal Pradesh is a priority particularly in the border areas. He assured all support to the State Government for resolving all pending issues at the earliest.

 

AASSATA submits ultimatum

ITANAGAR, Apr 27: All Arunachal Sarva Shiksha Abhiyan Teachers' Association (AASSATA) in an ultimatum to the Education Minister submitted today urged him to fulfill its four-point charter of demand by May 6.

AASSATA further threatened to launch protest rally as first phase of agitation on May 12 if the state Govt fails to look into the demands.

The demands of the AASSATA are, immediate appointment in 24 posts of Assistant teachers which have already  been cleared by DPC, immediate conduct of DPC for remaining 1st batch (2003 batch) ATs and JTs, immediate enhancement of salary and immediate implementation of RTE as per revised norms for teachers.

 

Villagers lauded for adopting IHHL

ITANAGAR, Apr 27: While inspecting the Individual Household Latrine (IHHL) constructed under Swachh Bharat Mission at Yekar village today, Sigin-I ZPM T Motu lauded the effort of the villagers in making their village Open Defecation Free. The exemplary work of the villagers is worth emulating by rest of the Upper Subansiri district, he opined. He was accompanied by PHE junior engineers L Jeram and G. Nochi.  The IHHL is a central Govt scheme with matching share of the state Govt.

The villagers under the leadership of Karsi Kurdu, ASM and Dampa Yekar, GPM went further by constructing SPT toilet with extra contribution from each household.

The ZPM also appreciated the PHE department for their guidance and assured cooperation in motivating the people for construction of IHHL units. Later the ZPM distributed bucket, mug and toilet cleaning brush each to each household which were contributed by ASM K. Kurdu, Daporijo DDMO Lobsang and the ZPM.

 

Ex-PR leaders alleged no action taken against wrong doer

ITANAGAR, Apr 27: The former Gram Panchayat Member and Anchal Samity Member of Sigin-I(A) Anchal Samity Block under Upper Subansiri district today alleged that the an amount of Rs 26,61,288 (twenty six lakhs sixty one thousand two hundred eighty eight) sanctioned for construction of Conference Hall at Sigin-I(A) under the Backward Region Grant Fund was paid to M/S JJ Enterprises without any work. The ex PRI leaders claimed that as per the complaint lodged by them with Deputy Commissioner Daporijo on 10th Oct 2014, the DC had constituted an inquiry committee headed by Circle Officer Tanam Kyali. It said that in an inquiry report it clearly mentioned that sanctioned amount was paid to the said firm without actual works. Claiming that no action has been initiated by the district administration against the contractor and the firm, PRI leader in a letter to Chief Secretary sought actions against the wrong doers.

 

Food Processing Training held

ITANAGAR, Apr 27: A 15 days training programme of food processing and bakery which was sponsored by Arunachal Pradesh Rural Bank, Naharlagun and under banner of North East Multi Purpose Development Society concluded successfully. During the training programme, B Deory Senior Manager APRB stated that bank should cooperate and support those trainings especially to those who run their business through loan as it would encourage more self entrepreneurship. NEMDS President Tapi Taku opined that more youth should be engaged and encouraged to participate in such trainings.

Admin urged to conduct Pasighat Bazaar committee election

ITANAGAR, Apr 27: All Bogong Banggo Students’ Union (ABSU) has appealed to the district administration to conduct the election of Pasighat Market Association (PMA) for smooth running of markets in Pasighat.

Claiming forceful collection of donations and extortions by few individuals from shopkeepers and vendors, ABSU in a release said that election of a new bazaar committee or association will help deal with such problems of the business community.

“After the demise of former PMA President Onyok Tamuk in January 2015, the Pasighat Market has been left without a market association president due to which incidents of forceful collection of donations and extortion have increased”, the students union claimed.

Further, due to non-availability of a functioning committee to look after the day to day affairs of the market and business community, the shopkeepers are shutting down their shops early in the evening in fear of extortionists, said ABSU.

 

2nd PYWA conference organized

AALO, Apr 27: The 2nd conference of Paktu Youth Welfare Association (PYWA) is being organized with a four-day programme at Gumin here from April 25 to 28.

Addressing the inaugural function, West Siang ZPC Yaman Bagra exhorted the youth to channelize their youth power for constructive purposes and to serve the suffering people of the society. “The Society today needs the youth, Bagra said and called upon them to emulate the feats shown by the clan members of yesteryears to keep up the healthy trend.

Aalo DFO Nyali Ete said that societal bonding is a part of learning as it emboldens an individual to grow in life to achieve success. He stressed on orientation of thought pattern shattered by the invasion of modernity and emphasized on selfless services for the cause of society.

29 member team at KAI national karate championship

ITANAGAR, Apr 27: Arunachal Karate Do Association (AKA) is sending 29-member team, including two officials, for the two days National Karate Championship conducted by Karate Association of India (KAI) at Talkatora indoor stadium, New Delhi from May 2.

Arunachal will participate in cadet boys and girls individual Kumite, junior boys and girls individual kumite, boys and girls u-21 individual Kumite and girls u-14 and u-17 Kata events, according to an AKA release.

Kakio Siga is the coach (male) cum manager team and Tadar Eba is the female coach.

The team will be leaving for New Delhi tomorrow.

Woman raped and murdered at Old Khamdu, Jairampur

ITANAGAR, Apr 27: A 36 year old mother was allegedly raped and murdered yesterday (April 26) at Old Khamdu village under Jairampur Police Station.

One person has been arrested who later confessed to the police his involvement in the crime. The culprit has been identified as one Khioto Sema, reported to be a labourer hailing from Dimapur, Nagaland.

The police have completed the preliminary investigation which indicates that the women was raped and murdered.

The incident is reported to have happened when the woman had gone to the river to take bath. The police who arrived at the crime scene said that there were signs of extreme brutality on the body of the victim.

The victim leaves behind her three year old daughter and husband.

Meanwhile, angry citizens today surrounded the PHC demanding that Sema be handed over to them. Angered at Police refusal, they pelted stones injuring few police personnel and also damaged the window panes of the hospital.

The situation was brought under control later. SP, Changlang Vijay Kumar also arrived at Jairampur today and met the agitated citizens.  

Meanwhile, the President of the Arunachal Youth Congress, Eastern parliamentary constituency, James Jugli has demanded immediate trial of the culprit. Any crime will not be tolerated, he said.

Womens’ right activist and Arunachal Pradesh Youth Congress General Secretary, Pinna K Muklom has condemned the rape and murder of the woman. She also called for immediate trial and sentencing of the culprit so that no one dares to repeat such crimes in the state.

 

 

Four Arunachalees stranded in Nepal

NAHARLAGUN, Apr 27: At least four people from Arunachal Pradesh are stranded at Kathmandu, Nepal after the April 25 devastating earthquake. All the persons are awaiting evacuation.

This news was given by Director Disaster Management citing information received from one Kara Gambo of Batt village, Itanagar and Tai Tarbin, D-Sector, Naharlagun.

One of the stranded person has been identified as Kara Konsi of Batt village, Itanagar. She is stranded at Lachitnagar, Kathmandu and can be contacted at 977-9840074578.

Takio Bobita, Gida Yame, Bengia Yachey, all from Kimin are stranded at Kathmandu. They are safe and grouped together and can be contacted at 977-9841414864.

Y.W. Ringu, Addl. Secy. Cum Director Disaster Management has already spoken to one of the stranded person.

Arunachal Pradesh Chief Secretary, Ramesh Negi is initiating necessary actions for evacuation of the stranded people.

Tuki appeals Centre for immediate release of CSS funds

NEW DELHI, Apr 27: In the backdrop of the cash management difficulties being faced by the State Government, Chief Minister Nabam Tuki appealed for immediate release of the first installment of Central Sector Schemes (CSS) funds. While highlighting this in the second meeting of the CM’s Sub Group on rationalization of CSS held under the aegis of NITI Aayog at New Delhi today, he shared this concern with other Chief Ministers of the sub group.

It may be mentioned that the first installment of CSS has not been released by the Centre to any state till now.

The Chief Minister reiterated that the fund flow for implementation of projects under the 12th five year plan should continue in the greater interests of the states, particularly Arunachal Pradesh.

The Chief Minister emphasized that in the process of Policy transition, the Government of India should not lose sight of the transparent and effective implementation of CSS schemes. He appealed for continuing the existing 17 Flagship Central Sector Schemes (CSS) which are linked to critical development areas including literacy, growth, sanitation, energy among others.

In view of the transition period, he stressed that a mechanism must be evolved to clear the committed liabilities on capital account of the delinked schemes within two years. For the liabilities on revenue/ recurring account for delinked schemes, the hill states must be supported for at least three years, Tuki said. In a detailed submission to the Chairman of the Sub Group and Chief Minister Madhya Pradesh Shivraj Singh Chouhan, Tuki focused on several important issues and presented the perspective of the State Government on the same. While urging the Centre to continue with 100 per cent funding of CSS or the 90:10 pattern of funding, he mentioned the difficulty of the State Government to provide matching share due to resource constraints. He pointed that this pattern of funding is ideal for hill states.

The Chief Minister further appealed for continuing the Special Category Status for North Eastern States with the corresponding benefits. He said that in Special Category states the Government is the sole employer and therefore, the State Government is duty bound to provide employment in addition to its endeavour in ushering development. The next meeting of the CM’s Sub Group is scheduled to be held in Bhopal on 28th May, 2015.

 

 

BJP meets Governor, demands for declaration of financial emergency in AP

ITANAGAR, Apr 27: Tightening the noose around embattled Tuki led Congress government in the state over financial crisis, Bharatiya Janata Party (BJP) State Unit today demanded the Governor to impose financial emergency.

BJP team led by Leader of Opposition state Legislative Assembly cum Rumgong MLA Tamiyo Taga along with the party President Tai Tagak, Ziro MLA Tage Taki, Former Chief Minister Gegong Apang, GS Dominic Tadar and National Council Member (Western) Tame Phassang called on Governor Lt Gen (Retd.) Nirbay Sharma at Raj Bhawan and submitted a three points memorandum. The memorandum included non-increase of market ceiling limit and institution of a probe committee to unearth the financial mismanagement leading to the current crisis.

Claiming that the state government has debt service liabilities of Rs 3813 crores from various market borrowing agencies such as NABARD, REC and NCDC etc, the BJP requested the governor not to allow government of Arunachal Pradesh to exceed the present ceiling limit of market borrowing.

The BJP in the statement maintained that it demands Governor to impose financial emergency so that it invokes President Rule in Arunachal Pradesh. The party gave one week deadline to the Governor to address their demands. BJP also claimed that the state government has whimsically diverted the grant assistance provided by the government of India to pay the Carriage Contractors of PDS against Hill Transport Subsidy (HTS) bill while emptied the state exchequer and created financial liabilities of Rs 6911.55 crores. It demanded the Governor to institute a committee to probe the financial mismanagement.

Briefing media persons at Press Club here after meeting the Governor, Tamiyo Taga alleged that Tuki led government is not serious about the current financial crisis being faced by the state. “Financial crisis has reached at point of ‘no return’ and in such situation our Chief Minister is touring around in festivals, distributing umbrellas to the people”, said Taga. The leader of the opposition further added that RBI direction to State Bank of India to freeze the government account is a manifestation of worst financial crisis ever faced by Arunachal Pradesh. He opined that the chief minister should resign from the post on moral ground as he let the situation spill over.

The BJP Unit President Tai Tagak informed that BJP is going to launch ‘Jan Andolan’, a massive protest against the state government if the governor failed to address their demands within one week. He added that the Jan Andolan would be spearheaded by National Council Member Tame Phassang and Techi Necha.

State BJP President called upon the people to awake and arise from deep slumber and come out firmly to support BJP in fight against the current government. Castigating Tuki led government; Tagak said that current Congress government has no right to continue as it miserably failed to fulfill the public needs.

General Secretary Dominic Tadar in his address appealed to the people of Arunachal to vociferously oppose current financial situation and extend support to BJP in its movement.

The BJP further extended solidarity to the victim of Nepal Earthquake in which more than two thousand people were reportedly killed. Saying that such disastrous calamity could also happen in the northeast and Arunachal, the state BJP also alerted the people of Northeast particularly Arunachal to remain prepared.

 

 

Huge cache of expired packaged food items seized

ROING, Apr 27: A large quantities of expired food items were seized from the markets here in a massive search operation carried out by the All Idu Mishmi Students Union (AIMSU) today.

The drive was conducted by AIMSU following a report of food poisoning of two children. The children were taken ill after they consumed expired packaged food item, reportedly Bingo chips.

The students claimed to have found large quantities of expired flour, biscuits, chips, paneer, soya chunks, yippee noodles, pickles, bhujia and moong daal packets, bread and other bakery items during drive which were later seized and disposed at a dumping ground.

"These shopkeepers are clever enough as they do not sell such expired items to educated people. The main victims of these unscrupulous shopkeepers have been the innocent children and elderly people,” said a member of the union.

“Today we caught a shopkeeper red handed selling a bottle of expired pickle to an old lady from a nearby village. We seized the pickle bottle and also made the shopkeeper compel to pay the amount back to the lady", said another member of the team.

Even after repeated warnings from the department of metrology, the bakers are still found to be selling their products without any date of manufacture printed on the packets.

Meanwhile, the guilty shop owners were let go off with a strict warning of facing legal action under the consumer law.

 

 

APB&OCWWB reacts to fund misappropriation allegations

ITANAGAR, Apr 27: The Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB) has reacted to the recent allegations of fund misappropriation made by All Nyishi Students Union (ANSU) against it. While appreciating ANSU for showing concern, APB&OCWWB stated that from the year 2007 onwards when it started functioning they have been shouldering the responsibility of welfare work of the construction workers in the state.

While clarifying to the allegations of ANSU, the board observed that information placed by the union is incomplete to come to a conclusion. “Rs 8.398 crore as mentioned by ANSU are the cess received through treasury challan which goes to Finance Department but the actual figure may vary. Based on a copy of treasury challan received by the Boards, the aforementioned cess fund must be remaining deposit which is with Finance Department. Since the copy of treasury challan are also sent to Labour Department by the remitter, exact figure could be ascertained only when APB&OCWWB, Labour Department and Finance Department sit together with their respective copies of treasury challan. The same was decided in the meeting on 22nd January 2015 which was chaired by Principal Secretary Labour in the Chief Secretary Conference hall. Finance Department is rather eager to transfer the fund to the Board account once the exact figure of cess fund is worked out. Hence the fund is neither utilized nor misused but is under safe custody of Finance Department,” the APB&OCWWB clarified.

The remitter deposits 1% Cess to the Board by demand draft and cheques in favour of Chairman/Secretary, APB&OCWWB which are deposited to nationalised bank under receipt head. So far from 2007 onwards board has received as on 31st March 2014 cess fund of Rs 54.77 crore (excluding rough estimated fund under treasury account with FD) of which Rs 37.46 were utilized for various purpose which includes providing statutory benefits, social security, welfare programme such as providing school kits, solar lamps, gumboots, helmets, bachelor barracks, Labour Guest House and awareness campaigns, salary and wages to contractual staffs, office tools and equipment etc till 31st March 2014, the APB&OCWWB added. The Cess fund receipt up to 31st March 2015 is yet to be estimated.  

This financial year in order to curtail expenditure under the initiative of Chairman Nyamar Karbak, honorarium to all ex-officio officers and official was completely stopped. Under his initiative, education assistance which could not be made available in seven years was launched; Housing Loan and Tools Loan are at the verge of its launching; more than 1000 registered worker were provided Japanese Encephalitis vaccine, all contractual officers and staffs were given rigours training on office procedure through ATI Naharlagun. Any kind of construction activities of the Board were put on ban following the instruction of Supreme Court. “The Board has the mechanism of account and audit. Every penny spent by the Board is liable to be accounted properly and that is the reason, the account of the Board undergoes double auditing before it is placed before the Legislative Assembly. The final account and audit report of the Government Chartered Accountant are placed before the Board which is again forwarded to Accountant General of Arunachal Pradesh for conducting their own process of account and audit. Only authenticated audit reports received from Accountant General of Arunachal Pradesh are submitted to the Legislative Assembly. Hence, there is not even microscopic scope of missing Cess fund,” the release added.

APB&OCWWB also clarified that appointments for some of the posts were made purely on temporary basis. “The recent appointments were made out of compulsion but it is to be noted that the appointments were made temporary for a period of three months only and without any scope of extension,” the board clarified.

Pursuit of knowledge must not be sacrificed at the altar of gains, he told the youths of Dadam area while attending the Dadam area Hoju Kuhwa festival at Dadam on April 25.

Praising the initiative of local MLA Tirong Aboh to bring about all round development in Khonsa West constituency, the Minister urged the people to support him to make his mission successful. The government is always there to look after the problems of the people but people’s support and cooperation is must to realize the fruits of development, said the minister.

While replying to a public memorandum, Wangham assured to provide a Bolero Car from his MLA-LAD for CO, Dadam and also assured to pursue with the government for construction of a helipad and an Inspection Bungalow at Dadam circle headquarters.

MLA Pani Taram extending his festival greetings urged the people to safeguard their rich culture and asked the villagers to engage in more gainful activities like cardamom cultivation and other cash crops.  MLAs Gabriel D. Wangsu, Nikh Kamin, Wanglam Sawin in their speeches appealed to the people to make full use of the available land and not to be much dependent on the government alone for everything.

Earlier, the local MLA said that the beautiful land of Dadam area must be cared and nurtured by the people themselves and must be safeguarded at any cost.

A booklet on Hoju Kuhwa mythology written by Wangdi Hakhun and Wangthian Hakhun and a book of poem "Old Friends" Parade' written by Assistant Professor, WRG College, Deomali Gankhu Sumnyan were released by the dignitaries on the occasion.

The festival was also attended by the Tirap Deputy Commissioner, Army Officer (Brigadier) deployed at Khonsa, CO 1st Assam Rifles, PRI leaders, Chiefs and GBs of Dadam area villages.

A musical night was held on the previous night which was declared open by MLA Nikh Kamin. He also released a Nocte musical audio album ‘Boang Loam’.

MLA for concerted efforts to contain criminal activities

PASIGHAT, Apr 27: MLA Moyong today called for concerted efforts by the police, administration, civil society, students’ union and the traders to make Pasighat crime free. Addressing a coordination meeting on the law and order situation held in presence of SP Devendar Arya, ZPC Kaling Dai, president of Bogong Students’ Union Baku Tamin, representatives of BBK, ABK, PRI leaders and members of the Pasighat Market Association and others at DC’s conference hall here, the MLA appreciated the people belonging to all communities for showing the highest degree of responsibility in maintaining age-old tradition of communal harmony and brotherhood at all levels in the town.

“No one should be allowed to collect any short of donation in the name of any union or association or organization for charity or welfare activity”, he said and asked the general administration to put a mechanism for absolute security of life and properties of the traders and buyers. Moyong appealed the administration to act promptly with an iron hand to apprehend and award exemplary punishment to the anti-social elements, so that no one dares to repeat unwanted activities in future. At the same time, he made a fervent appeal to the people to cooperate the administration in containing crimes in the township. “They should devote their time and energy for all-round development instead of claims and counter claims. People should extend wholehearted support to protect and preserve unity, integrity, peace and tranquility in the society,” Moyong added.

The MLA while asking the SP to intensify police patrolling also urged the business community to keep open their shops fearlessly up to 8 pm for growth of their business and public convenience.

Earlier in her deliberation, DC Srivastava, who presided over the meeting, informed that many unconfirmed reports of snatching and forceful donation/extortion have been received from anonymous sources. She appealed the people not to spread rumours but to keep a strict vigil on nefarious activities of suspicious elements so that stern action could be taken against the wrongdoers. Support and cooperation of the citizens is indispensable for good administration and with this we could defeat such elements who are hell bent to spread violence in the civilized society, Srivastava affirmed adding that her administration would leave no stone unturned to nab anti-social and criminal elements.

Many unidentified youths were trying to defame the name of Bogong Students Union (BSU) and therefore BSU should issue identity cards to their respective executive members with an intimation to the DC and SP. Disclosing her strategy, Srivastava informed that she was planning to introduce “Market Masters” (Entrusting local youths to assist administration in crime control) soon.

Responding to cleanliness, parking and control of stray animals raised by the members, the DC said it was responsibility of the municipal body and all possible helps from administration would be given to them by her administration.

SP Devendar Arya while giving an overall picture of security scenario informed that there was no shortage of security personnel but the communication gap between traders, people and police administration has given good space to troublemakers to play their games. Traders with the help of local leaders and active members of ABK and BBK should come forward to lodge their complaints or confidentially share information so that police could act promptly.

ZPC Kaling Dai observed that most of the miscreants were not from Pasighat actually but from outside. They stay in rented houses, spend whole day gambling and visit the markets at evening time and create nuisance in the name of local union/associations. They must be nabbed and given exemplary punishment.

TBI workshop on Plant Protection Code in tea cultivation

RUKSIN, Apr 27: The Tea Board of India (TBI), Regional Office (RO), Itanagar today conducted a day-long workshop on Plant Protection Code (PPC) for small tea growers at Oyan village as part of their routine awareness programme.

Assistant Director (Tea Development) of Itanagar RO office, Sanjib Rajbonshi elaborated on PPC guidelines and applications of approved Plant Protection Formulations (PPFs) in tea plants. He also narrated on scientific cultivation and management of tea gardens with special emphasis on biological pest control measures.

Discussing on fertilizer management in tea cultivation, Rajbonshi elaborated about application and management N-P-K in young and plants with necessary measures to combat with drought to overcome ill effects of abiotic stress. He emphasized on minimum and judicial use of pesticides and to adopt all possible safer pest management practices to minimize the pesticide load in tea plantation. He also discussed in detail about weed control measures.

Informing about TBI’s various scheme to provide benefit to the small tea growers, he suggested small tea growers to form self help groups (SHGs) to avail the financial benefits.

The Board has given benefit worth Rs five lakh each to five tea grower SHGs in the state so far while financial benefits such as students’ stipend has been given under ‘Labour Welfare Scheme’, he said.

Resource person of the training, Biswajyoti Bordoloi, Junior Advisory Officer, Arunachal Advisory Centre, Tea Research Association, informed that their ultimate effort is to disseminate the technical know-how of tea cultivation among the upcoming tea growers of Arunachal Pradesh through such workshops.

Explaining on Integrated Pest Management (IMP) in tea cultivation, Bordoloi introduced the small tea farmers with ‘tea pest’ with special reference to their mode of infestation and damage symptoms, mode of migration of the pests, use of recommended chemical pesticides to kill the pets. He also briefed on Dos & Dont’s in pest management and Maximum Residual Limit (MRL) in the edible tea.

Other resource persons- Ratul Deka, Tea Development Officer (TBI), Jonai and Sille-Oyan ADO (agri), Hemen Bori and former Tea planter cum chairman of Siang Basin Small Tea Grower Self Help Group, Nyodek Yonggam also shared their field experience in the workshop.

The TBI officials handed over the Tea Grower SHG a Tata Mobile Pick-Up van (for carrying tea leaves), four sets of Weight Spring machine, pruning machines and leaf career bags which have been allotted to the SHG at subsidized rate.

About 50 small tea farmers including the members of Siang Basin Tea Grower Self Help Group and other interested commercial horticulturists participated in the day long training cum workshop.

Parliamentary Secretary (Environment and Forest) Chow Tewa Mein, who inaugurated the programme, highlighted the importance of routine vaccination of dairy cattle to reduce production losses due to FMD. He also gave emphasis on integrated farming system like pisciculture with dairy and horticulture to improve livelihood of rural farmers.

Mein released two leaflets providing different aspects of Animal Science and one video CD on fish breeding prepared by the KVK.

Senior Veterinary Officer (SVO), Chongkham explained the seasonal diseases of dairy cattle like FMD, Black Quarter, Haemorrhagic Septicemia etc, its causes and preventive measures.

Around 81 farmers attended the programme and more than 200 animals were vaccinated.

Tough days for Arunachal

As the state battles serious financial crisis, Chief Minister Nabam Tuki has rushed to New Delhi to meet central leaders seeking urgent help. Yesterday Tuki meet finance minister Arun Jaitley at Delhi and highlighted about the problems faced by the government of Arunachal in cash management. Jaitley supposedly assured all possible help to the state govt keeping in mind the strategic importance of the Arunachal. Every time state face financial problems our leaders rushes to Delhi with begging bowl. And as usual central leaders offer assurances which hardly translate into reality.

Such situation is extremely embarrassing for the people of Arunachal. Too much of dependency on central government for the fund is not a healthy sign and time has come for us to find a way out.  Developing self income generation mechanism has become the most urgent mission for the government of Arunachal. There is need to properly tap the available resource to generate more revenues. Also state government should take steps to stop revenue leakages. Unless Arunachal develops its own income generation mechanism, our state will not witness faster development.  It’s time for all of us to seriously introspect over this issue. How long can we depend on central government for the development of state?  Blaming each other for the present financial crisis will not solve the crisis. Instead we all have to unitedly fight to solve the crisis. State government on their part should ensure that those who misused the fund should be strongly punished.

Questionable practices

Dear Editor,

Through our esteem daily, I would like to share about the questionable practices in the Department of Transport in the state of Arunachal Pradesh.

Govt, of India through Motor Vehicle Act/Rules had allotted its federal states to register their vehicles as As for Assam, JK for Jammu & Kashmir, AP for Andhra Pradesh, AR for Arunachal, NL for Nagaland, MZ for Mizoram and so on.

Accordingly, state Govt, through notifications, had allotted the districts to register the vehicles as AR 01 for Capital, AR 04 for West Kameng, AR06 for Ziro AR 12 for Changlang, AR 08 for Alo, AR 09 for Pasighat and so on.

But I am astonished to see that ARC, ARZ, ARS, ARP etc. are still being issued as vehicle registration number by DTOs in lieu of Rs.5000/-. How can there be two registration numbers in a district? There will be a morass of confusion while compiling state and national data. Why, for sake of five thousand Rupees, Motor vehicle Act/Rules are being violated by DTOs. Why these old numbers are being allowed to sell at such exorbitant rate of Rs. 5000/-. It is serious matter.

It is also learnt that people sitting at Balipara, Gohpur, Lakhimpur, Laluk etc. in Assam are getting Driving licence from DTO offices of Arunachal Pradesh without visiting the place where the licence are being issued.

Why there are such questionable practices when almost all districts are computerized and biometric signature and photography as well as personal appearances of candidates is compulsory for getting a licence. People from Assam cant get driving licence in their own state with such ease but it is easy in Arunachal.

Hence concern authorities are requested to look into their own department and correct the wrong at the earliest.

Monigong

Dear Editor,

I hear people saying that the road leading to Monigong is one of the most dangerous of all awe-striking roads in Arunachal Pradesh. Everyone who visits Monigong have same complain about the pathetic road. I totally agree with them. Who would not love to visit a place known for enchanting scenery?

But the road is terrible.

I should not mention this, as it may give a wrong impression of Monigong but I must do it. I must bring the ground reality to the knowledge of representatives, decision makers, NGOs who are to play decisive role in transforming Monigong.

Really the road is horrifying! Even the denizens of the region admit that the road is not safe. It is single lane, constructed at high altitude.

The black-topping is done up to Lungte village and it was completed about 4-5 years ago. Surprisingly it has not moved an inch ahead till today.

The condition of the road from this point up to Monigong is just like a nightmare. Apparently the pace of work of BROs in this region is very slow.

In this context their slogan “BRO in the service of the Nation” seems quiet inappropriate. They need to speed up the pace of work.

On being asked how sumo drivers manage to venture on such risky path, one of them said “because of obligation towards my family. When we leave the counter, we don’t know if we’ll reach the destination or not!!”

Monigong is no less than any other tourist hot-spots in Arunachal Pradesh. The Almighty have graced this place with captivating scenery, sparkling snow-capped mountain ranges, enchanting flora and fauna and serene atmosphere.

It is a matter of pity that in spite of such amazing endowment, none of the tourist wishes to visit this lovely place because of its perilous path.

The bad condition of the road is the biggest impediment in the path of development for Monigong. If this trouble is sorted out, Monigong can be one of the best and prosperous towns of Arunachal Pradesh. All we need is to realize the hidden potential of Monigong.

I am writing this because the  common people of Monigong-Pidi are unaware of what we are losing and how far we are lagging behind as compared to other parts of the state.

False, fabricated and baseless allegation

A news article was published in your esteemed paper headed as” Funds for Vital BADP and central schemes embezzled in Anjaw” on 25th April 2015, where in, it was stated that “It is also claimed that motorable suspension Manchal Bridge of Rs 1300.00 lacs executed by M/s Muhilum Pul Enterprise has no physical progress but 90 percent of the funds have been already withdrawn.”

In this regard, I would like to clarify that the said work was never been allotted to under my name and I am nowhere associated with this work. Moreover, there is no such firm as “M/s Muhilum Pul Enterprises”.

I am a reputed and renowned person in Mishmi society as well as also in business field. I operate my business with full honesty and sincerity and don’t have any bad track record. My name is unnecessarily dragged with this subject and the allegation which was published is totally false, fabricated and baseless.

In this context, as far as I know, the work was awarded to M/s Damodar Ropeway and Infra Limited, Kolkatta, through tendering process and the executing agency is Executive Engineer, Hayuliang Division, APPWD. A detail factual report may kindly be obtained from executing agency or from Chief Engineer(Eastern Zone), Itanagar,, if required.

I request you kindly to publish my clarification in this matter so that the fact can be revealed to everybody.

Rational dialogue with nature

Dear Editor,

With deepest condolences to lost lives and properties in Nepal & other parts of the world that may be unreported, it is the unbridled and irrational industrialisation that makes natural events lethal. The flawed understanding about absoluteness of human Science & Technology that blocks enlightening rational thinking & knowledge about the processes of Mother Nature and Cosmos has become the biggest reason for human sufferings.

It is foolishness of absoluteness for human to continue futile and suicidal pursuit of wanton exploitation and taming of nature and assumption as its master. The Cosmos and Mother Nature are the omnipotent masters for eternity.  To bring harmony of existence and minimise human sufferings in these supernatural events, there is need for greater fundamental understanding about ultimate super Science & Technology of Cosmos, the Nature to live in better conformity with their omnipotent processes and laws.

A rational dialogue in the sphere is open to be shared.

SSA teachers deserves better treatment

Dear Editor,

Through your esteemed daily column, I would like to criticise state government for failing to disburse SSA teacher’s salary on time. Earlier salaries were dispatch within 2 months. State government has no clear vision for SSA teachers as no steps has been taken so far for speedy regularisation of teachers. And on top of it, teachers are not being paid on time.  

Such kind of treatment is not only affecting our moral but humiliating as well.

Why is the government testing the patience of SSA teachers? Please show some respect to us.  We are nation builders and relentlessly serving our nation. We are not beggars but claiming what is due to us.
