ITANAGAR, Apr 27: The Capital Complex district administration has appealed to the individuals and members from all organizations to join hands in order to work as volunteers during the time of any kind of disaster.
With an aim to involve the interested disaster response volunteers and enhance their scope of awareness, the District Emergency Operating Centre under the aegis of the district administration has created a social networking site/facebook page https://www.facebook.com/iccdrv. The Centre will also provide training to the volunteers so that they provide their services as Disaster Response Volunteers in a coordinated manner if any disaster occurs. Woman raped and murdered at Old Khamdu, Jairampur
ITANAGAR, Apr 27: A 36 year old mother was allegedly raped and murdered yesterday (April 26) at Old Khamdu village under Jairampur Police Station.
One person has been arrested who later confessed to the police his involvement in the crime. The culprit has been identified as one Khioto Sema, reported to be a labourer hailing from Dimapur, Nagaland.
The police have completed the preliminary investigation which indicates that the women was raped and murdered.
The incident is reported to have happened when the woman had gone to the river to take bath. The police who arrived at the crime scene said that there were signs of extreme brutality on the body of the victim.
The victim leaves behind her three year old daughter and husband.
Meanwhile, angry citizens today surrounded the PHC demanding that Sema be handed over to them. Angered at Police refusal, they pelted stones injuring few police personnel and also damaged the window panes of the hospital.
The situation was brought under control later. SP, Changlang Vijay Kumar also arrived at Jairampur today and met the agitated citizens.
Meanwhile, the President of the Arunachal Youth Congress, Eastern parliamentary constituency, James Jugli has demanded immediate trial of the culprit. Any crime will not be tolerated, he said.
Womens’ right activist and Arunachal Pradesh Youth Congress General Secretary, Pinna K Muklom has condemned the rape and murder of the woman. She also called for immediate trial and sentencing of the culprit so that no one dares to repeat such crimes in the state.

Tuki appeals Centre for immediate release of CSS funds
NEW DELHI, Apr 27: In the backdrop of the cash management difficulties being faced by the State Government, Chief Minister Nabam Tuki appealed for immediate release of the first installment of Central Sector Schemes (CSS) funds. While highlighting this in the second meeting of the CM’s Sub Group on rationalization of CSS held under the aegis of NITI Aayog at New Delhi today, he shared this concern with other Chief Ministers of the sub group.
It may be mentioned that the first installment of CSS has not been released by the Centre to any state till now.
The Chief Minister reiterated that the fund flow for implementation of projects under the 12th five year plan should continue in the greater interests of the states, particularly Arunachal Pradesh.
The Chief Minister emphasized that in the process of Policy transition, the Government of India should not lose sight of the transparent and effective implementation of CSS schemes. He appealed for continuing the existing 17 Flagship Central Sector Schemes (CSS) which are linked to critical development areas including literacy, growth, sanitation, energy among others.
In view of the transition period, he stressed that a mechanism must be evolved to clear the committed liabilities on capital account of the delinked schemes within two years. For the liabilities on revenue/ recurring account for delinked schemes, the hill states must be supported for at least three years, Tuki said. In a detailed submission to the Chairman of the Sub Group and Chief Minister Madhya Pradesh Shivraj Singh Chouhan, Tuki focused on several important issues and presented the perspective of the State Government on the same. While urging the Centre to continue with 100 per cent funding of CSS or the 90:10 pattern of funding, he mentioned the difficulty of the State Government to provide matching share due to resource constraints. He pointed that this pattern of funding is ideal for hill states.
The Chief Minister further appealed for continuing the Special Category Status for North Eastern States with the corresponding benefits. He said that in Special Category states the Government is the sole employer and therefore, the State Government is duty bound to provide employment in addition to its endeavour in ushering development. The next meeting of the CM’s Sub Group is scheduled to be held in Bhopal on 28th May, 2015.

Claiming that the state government has debt service liabilities of Rs 3813 crores from various market borrowing agencies such as NABARD, REC and NCDC etc, the BJP requested the governor not to allow government of Arunachal Pradesh to exceed the present ceiling limit of market borrowing.
The BJP in the statement maintained that it demands Governor to impose financial emergency so that it invokes President Rule in Arunachal Pradesh. The party gave one week deadline to the Governor to address their demands. BJP also claimed that the state government has whimsically diverted the grant assistance provided by the government of India to pay the Carriage Contractors of PDS against Hill Transport Subsidy (HTS) bill while emptied the state exchequer and created financial liabilities of Rs 6911.55 crores. It demanded the Governor to institute a committee to probe the financial mismanagement.
Briefing media persons at Press Club here after meeting the Governor, Tamiyo Taga alleged that Tuki led government is not serious about the current financial crisis being faced by the state. “Financial crisis has reached at point of ‘no return’ and in such situation our Chief Minister is touring around in festivals, distributing umbrellas to the people”, said Taga. The leader of the opposition further added that RBI direction to State Bank of India to freeze the government account is a manifestation of worst financial crisis ever faced by Arunachal Pradesh. He opined that the chief minister should resign from the post on moral ground as he let the situation spill over.
The BJP Unit President Tai Tagak informed that BJP is going to launch ‘Jan Andolan’, a massive protest against the state government if the governor failed to address their demands within one week. He added that the Jan Andolan would be spearheaded by National Council Member Tame Phassang and Techi Necha.
State BJP President called upon the people to awake and arise from deep slumber and come out firmly to support BJP in fight against the current government. Castigating Tuki led government; Tagak said that current Congress government has no right to continue as it miserably failed to fulfill the public needs.
General Secretary Dominic Tadar in his address appealed to the people of Arunachal to vociferously oppose current financial situation and extend support to BJP in its movement.
The BJP further extended solidarity to the victim of Nepal Earthquake in which more than two thousand people were reportedly killed. Saying that such disastrous calamity could also happen in the northeast and Arunachal, the state BJP also alerted the people of Northeast particularly Arunachal to remain prepared.
Huge cache of expired packaged food items seized
ROING, Apr 27: A large quantities of expired food items were seized from the markets here in a massive search operation carried out by the All Idu Mishmi Students Union (AIMSU) today.
The drive was conducted by AIMSU following a report of food poisoning of two children. The children were taken ill after they consumed expired packaged food item, reportedly Bingo chips.
The students claimed to have found large quantities of expired flour, biscuits, chips, paneer, soya chunks, yippee noodles, pickles, bhujia and moong daal packets, bread and other bakery items during drive which were later seized and disposed at a dumping ground.
"These shopkeepers are clever enough as they do not sell such expired items to educated people. The main victims of these unscrupulous shopkeepers have been the innocent children and elderly people,” said a member of the union.
“Today we caught a shopkeeper red handed selling a bottle of expired pickle to an old lady from a nearby village. We seized the pickle bottle and also made the shopkeeper compel to pay the amount back to the lady", said another member of the team.
Even after repeated warnings from the department of metrology, the bakers are still found to be selling their products without any date of manufacture printed on the packets.
Meanwhile, the guilty shop owners were let go off with a strict warning of facing legal action under the consumer law.
APB&OCWWB reacts to fund misappropriation allegations
ITANAGAR, Apr 27: The Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB) has reacted to the recent allegations of fund misappropriation made by All Nyishi Students Union (ANSU) against it. While appreciating ANSU for showing concern, APB&OCWWB stated that from the year 2007 onwards when it started functioning they have been shouldering the responsibility of welfare work of the construction workers in the state.
While clarifying to the allegations of ANSU, the board observed that information placed by the union is incomplete to come to a conclusion. “Rs 8.398 crore as mentioned by ANSU are the cess received through treasury challan which goes to Finance Department but the actual figure may vary. Based on a copy of treasury challan received by the Boards, the aforementioned cess fund must be remaining deposit which is with Finance Department. Since the copy of treasury challan are also sent to Labour Department by the remitter, exact figure could be ascertained only when APB&OCWWB, Labour Department and Finance Department sit together with their respective copies of treasury challan. The same was decided in the meeting on 22nd January 2015 which was chaired by Principal Secretary Labour in the Chief Secretary Conference hall. Finance Department is rather eager to transfer the fund to the Board account once the exact figure of cess fund is worked out. Hence the fund is neither utilized nor misused but is under safe custody of Finance Department,” the APB&OCWWB clarified.
The remitter deposits 1% Cess to the Board by demand draft and cheques in favour of Chairman/Secretary, APB&OCWWB which are deposited to nationalised bank under receipt head. So far from 2007 onwards board has received as on 31st March 2014 cess fund of Rs 54.77 crore (excluding rough estimated fund under treasury account with FD) of which Rs 37.46 were utilized for various purpose which includes providing statutory benefits, social security, welfare programme such as providing school kits, solar lamps, gumboots, helmets, bachelor barracks, Labour Guest House and awareness campaigns, salary and wages to contractual staffs, office tools and equipment etc till 31st March 2014, the APB&OCWWB added. The Cess fund receipt up to 31st March 2015 is yet to be estimated.

Tough days for Arunachal
As the state battles serious financial crisis, Chief Minister Nabam Tuki has rushed to New Delhi to meet central leaders seeking urgent help. Yesterday Tuki meet finance minister Arun Jaitley at Delhi and highlighted about the problems faced by the government of Arunachal in cash management. Jaitley supposedly assured all possible help to the state govt keeping in mind the strategic importance of the Arunachal. Every time state face financial problems our leaders rushes to Delhi with begging bowl. And as usual central leaders offer assurances which hardly translate into reality.
Such situation is extremely embarrassing for the people of Arunachal. Too much of dependency on central government for the fund is not a healthy sign and time has come for us to find a way out. Developing self income generation mechanism has become the most urgent mission for the government of Arunachal. There is need to properly tap the available resource to generate more revenues. Also state government should take steps to stop revenue leakages. Unless Arunachal develops its own income generation mechanism, our state will not witness faster development. It’s time for all of us to seriously introspect over this issue. How long can we depend on central government for the development of state? Blaming each other for the present financial crisis will not solve the crisis. Instead we all have to unitedly fight to solve the crisis. State government on their part should ensure that those who misused the fund should be strongly punished.

Govt, of India through Motor Vehicle Act/Rules had allotted its federal states to register their vehicles as As for Assam, JK for Jammu & Kashmir, AP for Andhra Pradesh, AR for Arunachal, NL for Nagaland, MZ for Mizoram and so on.
Accordingly, state Govt, through notifications, had allotted the districts to register the vehicles as AR 01 for Capital, AR 04 for West Kameng, AR06 for Ziro AR 12 for Changlang, AR 08 for Alo, AR 09 for Pasighat and so on.
But I am astonished to see that ARC, ARZ, ARS, ARP etc. are still being issued as
vehicle registration number by DTOs in lieu of Rs.5000/-
It is also learnt that people sitting at Balipara, Gohpur, Lakhimpur, Laluk etc. in Assam are getting Driving licence from DTO offices of Arunachal Pradesh without visiting the place where the licence are being issued.
Why there are such questionable practices when almost all districts are computerized and biometric signature and photography as well as personal appearances of candidates is compulsory for getting a licence. People from Assam cant get driving licence in their own state with such ease but it is easy in Arunachal.
Hence concern authorities are requested to look into their own department and correct the wrong at the earliest.

Dear Editor,
I hear people saying that the road leading to Monigong is one of the most dangerous
of all awe-
But the road is terrible.
I should not mention this, as it may give a wrong impression of Monigong but I must do it. I must bring the ground reality to the knowledge of representatives, decision makers, NGOs who are to play decisive role in transforming Monigong.
Really the road is horrifying! Even the denizens of the region admit that the road is not safe. It is single lane, constructed at high altitude.

The condition of the road from this point up to Monigong is just like a nightmare. Apparently the pace of work of BROs in this region is very slow.
In this context their slogan “BRO in the service of the Nation” seems quiet inappropriate. They need to speed up the pace of work.
On being asked how sumo drivers manage to venture on such risky path, one of them said “because of obligation towards my family. When we leave the counter, we don’t know if we’ll reach the destination or not!!”
Monigong is no less than any other tourist hot-
It is a matter of pity that in spite of such amazing endowment, none of the tourist wishes to visit this lovely place because of its perilous path.
The bad condition of the road is the biggest impediment in the path of development for Monigong. If this trouble is sorted out, Monigong can be one of the best and prosperous towns of Arunachal Pradesh. All we need is to realize the hidden potential of Monigong.

False, fabricated and baseless allegation

A news article was published in your esteemed paper headed as” Funds for Vital BADP and central schemes embezzled in Anjaw” on 25th April 2015, where in, it was stated that “It is also claimed that motorable suspension Manchal Bridge of Rs 1300.00 lacs executed by M/s Muhilum Pul Enterprise has no physical progress but 90 percent of the funds have been already withdrawn.”
In this regard, I would like to clarify that the said work was never been allotted to under my name and I am nowhere associated with this work. Moreover, there is no such firm as “M/s Muhilum Pul Enterprises”.
I am a reputed and renowned person in Mishmi society as well as also in business field. I operate my business with full honesty and sincerity and don’t have any bad track record. My name is unnecessarily dragged with this subject and the allegation which was published is totally false, fabricated and baseless.
In this context, as far as I know, the work was awarded to M/s Damodar Ropeway and Infra Limited, Kolkatta, through tendering process and the executing agency is Executive Engineer, Hayuliang Division, APPWD. A detail factual report may kindly be obtained from executing agency or from Chief Engineer(Eastern Zone), Itanagar,, if required.
I request you kindly to publish my clarification in this matter so that the fact can be revealed to everybody.

Rational dialogue with nature
Dear Editor,
With deepest condolences to lost lives and properties in Nepal & other parts of the world that may be unreported, it is the unbridled and irrational industrialisation that makes natural events lethal. The flawed understanding about absoluteness of human Science & Technology that blocks enlightening rational thinking & knowledge about the processes of Mother Nature and Cosmos has become the biggest reason for human sufferings.
It is foolishness of absoluteness for human to continue futile and suicidal pursuit of wanton exploitation and taming of nature and assumption as its master. The Cosmos and Mother Nature are the omnipotent masters for eternity. To bring harmony of existence and minimise human sufferings in these supernatural events, there is need for greater fundamental understanding about ultimate super Science & Technology of Cosmos, the Nature to live in better conformity with their omnipotent processes and laws.
A rational dialogue in the sphere is open to be shared.

SSA teachers deserves better treatment
Dear Editor,
Through your esteemed daily column, I would like to criticise state government for failing to disburse SSA teacher’s salary on time. Earlier salaries were dispatch within 2 months. State government has no clear vision for SSA teachers as no steps has been taken so far for speedy regularisation of teachers. And on top of it, teachers are not being paid on time.
Such kind of treatment is not only affecting our moral but humiliating as well.
Why is the government testing the patience of SSA teachers? Please show some respect to us. We are nation builders and relentlessly serving our nation. We are not beggars but claiming what is due to us.
